This bill restricts Department of Homeland Security (DHS) funding to U.S. institutions of higher education that have relationships with Confucius Institutes, the Thousand Talents Program, or Chinese entities of concern. The bill defines these three categories: Confucius Institutes as cultural institutes funded by the Chinese government; the Thousand Talents Program as technological or educational programs funded or administered by China's Ministry of Industry and Information Technology; and Chinese entities of concern as Chinese universities or colleges involved in China's military, police, or intelligence activities. Under the bill, institutions that have awarded contracts to, entered into agreements with, or received donations or gifts from these entities become ineligible for DHS funding unless they terminate the relationship.
