Sea Turtle Rescue Assistance and Rehabilitation Act of 2023 This bill requires the National Oceanic and Atmospheric Administration to establish a Sea Turtle Rescue Assistance and Rehabilitation Grant Program to encourage and facilitate coordinated rapid response and rescue of stranded marine turtles.
